If only the goals in the diagram were listed that would not provide
enough of a context for me to understand what the goals were for.  If
the goal Scalability were replaced with Interoperability that would
provide me a better context.   

If "Visibility" were a CSF then Service Description, Interacting with
Services, and Social Structure could all point to Visibility and
Visibility could point to Interoperability and Effectiveness.  However,
Service Visibility is correctly a topic/model unto itself as the
implementation of dynamic service visibility requires mechanisms that
provide that visibility.

I have replaced all the requirements with the names of the major models
in the document. To me, a couple of things stand out as a result:
1. Service Visibility is at too high a level in the hierarchy.
2. Acting in Social context and acting in a SOA ecosystem are
unfortunately named (they suggest more of an overlap than there is)

The CFAs are strong attractors!
