collected concept definitions per action

Gentlemen,

This is in response to section 3 comments identified with line numbers (numbered per the 7/28/2010 draft) as:

655 - definitions of Purpose, Goals, Objectives, Intent are scattered throughout this section. It isn't clear that it is necessary to explicitly discriminate between all of these, but it would be easier to understand the differences if they were all defined in one place and then used consistently. A unifying model would also be useful.

656 - Purpose is the intended (or desired) Real World Effects

658 - The external/internal rationale is not obvious. See comment to line 655 for possible path to clarifying.

803 - definitions of Right, Authority, Commitment, Obligation, Permission, (do we need Prohibition?) are scattered throughout this section. It isn't clear that it is necessary to explicitly discriminate between all of these, but it would be easier to understand the differences if they were all defined in one place and then used consistently. A unifying model would also be useful, especially to illustrate lines 817-820.

For the attached, I collected related definitions in the 7/28 and 8/21 texts and then tried to order them in a way that built on each other. (The number in parentheses is the page number where the definition appears.) There are some rewording suggestions and some questions in [small caps]. Given all the definitions in one place, I noted several definitions that appear to be redundant and question if these should be removed or just better differentiated. Finally, I took the definitions and created the UML model.

I still have the Skill and Qualification action to address but the attached should provide a basis to work that too.
