Just for Fun - Unifying Organizational Theory of the Universe
Frank's diagram inspires the following thoughts about the universe, ecosystem, and the actors in the ecosystem.
Suppose there is only one actor in the real world.
The actor's actions in the real world develop the actor's semantics.
Suppose no two actor's actions in the real world are exactly the same. This removes the hypothetical and unrealistic case where two actor's actions and resulting semantics are exactly the same.
Now think of semantics as bubbles in three dimensional space where the x, y, and z axis are the real world and are labeled with real numbers. Each actor has private semantic bubbles and no two actor's private semantic bubbles have exactly the same center and same radius.
The only way to form an intersection between private semantic bubbles is through joint action. Joint action is required to have joint semantics.
Semantics is meaning and meaning is a prediction tied to past events.
Ecosystems emerge from predictable actions.
A goal with a commitment and a willingness to perform action is an orchestration of actions that are predicted to lead to an identifiable set of real world effects.
Now just for fun:
Matter
Suppose the Universe is made up of the equivalent of 1's and 0's, the combination of positive and negative charges at infinite levels of granularity in space. Where does matter come from? It doesn't, it is infinite granularities of joint actions between positive and negative charges.
Time
The positive and negative attraction is a joint action and is predictable.
With joint actions come a past and a future - time.
Meaning
If time exists, meaning exists.
A choreography of actions (predictable dance, laws of physics for example) is equivalent to a goal.
God
With infinite granularities of positive and negative joint actions in space, infinite ecosystems can be derived. God may be looking at us from infinitely below and above.
Gravity
Gravity is the effect of joint action between subatomic positive and negative charges on the atomic level. Joint action between a positive and negative requires energy. The stronger the gravitational field, the slower a clock runs for example. Accelerating through space has a Doppler effect of subatomic/atomic positively and negatively charged joint actions which can also cause a clock to run slower.

We are distracting ourselves with minutiae. The question of a “unifying model” came up with respect to the clarity of specific definitions. Who had a question that required a descriptive, introductory device, and if we are introducing what is already there, why aren’t the things represented just the main headings of this view?

Maybe I do not get something, but interactions (lines) between Actor and Action, as well as between Actor and Real Wold and Action and Real World appear rather strange to me because they bypass Semantics. I am not saying that all mentioned participants always share the same semantics but each of them certainly has its own (at least).
I would put Semantics into the center of the diagram, connected all others to it and removed direct peripheral lines between them.
