Hi Rex,
with regard to your comment about definition of 'management', let me discuss this topic.

The definition as of Editors’ Draft, 17-01-2011 (Starting Point: Draft 04 21 Dec 2010) was:

Management is the control of the use, configuration, and availability of resources in accordance with the policies of the stakeholders involved

(highlighting is mine)

Proposed new definition is:

Management is a process of organizing, coordinating, controlling, directing, reporting and leading the activities and utilizing resources in accordance with policies and principles defined by governance.
 
Here is what I'd like to say about it:

1) management is not controlling only, it is more than controlling. While Merriam-Webster definitions 
(1   a archaic : to check, test, or verify by evidence or experiments
2
a : to exercise restraining or directing influence over :regulateb : to have power over : rule
     c : to reduce the incidence or severity of especially to innocuous levels <control an insect population> <control a disease>)
especially 2a and 2c, extend the meaning of control beyond 'verification' and 'restriction', all 'directing influence over' or 'o reduce the incidence or severity' assume a sequential activities rather than a single-stated statement. 

So, I'd propose to use this formula:
Management is the process of controlling... 


2) I' propose following subjects of the the control:
      the use, configuration, availability of resources, reporting and related activities 

3) To me, the expression 'the policies of the stakeholders involved'  is not comprehensive enough. It is obvious that only policies where stakeholders are/were involved applicable to 'management'. It seems to me that the formula 'policies and principles defined by governance' has more volume and appropriate level of abstraction. Who and how might be involved into defining governing policies is the concern of the Governance. Moreover, saying 'governance' instead of 'stakeholders' sends the message that the management is governed and not a Holy Grail attribute of stakeholders.


All together, the proposed definition is:


Management is a process of controlling the use, configuration, availability of resources, reporting and related activities in accordance with policies and principles defined by Governance.
