Greg,

When I setup a ballot, I have a choice of allowing all TC participants 
including observers to vote, or just voting members.  In this case, I 
allowed everyone to vote.  In the case where the vote in not conclusive, 
I think we could extend the voting period or start a new ballot.

In the case of the New Orleans ballott, we can afford to be less 
official since those not attending the meeting in person will still be 
able to attend by phone.
