How about this:

We create a new Wiki Page that will act as an index to the various  
sections, and editors will take a first stab at the sections that are  
assigned to them, then place them on the wiki.  We will go through a  
couple revs of each section and discuss it on a telecon, then  
reintegrate it into the specification.

I think this will work because it places lots of focus on individual  
sections and we should end up straying off course less often.
