[soa-rm] services section problem in Draft 07

Matt,

I just looked quickly at Draft 07 and realized I sent you the wrong 
file!!!  Most of it is fine but near the end I still had bit and pieces of 
things I was thinking about from other work, and I cleaned this up with 
some other edits in the version I intended to send.  In particular, section 
2.1.3.1 has extraneous stuff that was removed and revised and sections 
2.1.3.2 and 2.1.3.3 should be ignored completely.

I am attaching the file I intended.  Until a new draft is available, 
readers should substitute the attached (sorry, it is in Word format) for 
Section 2.1.

Again, sorry for the mix up.
