Line 461 states "Broadly speaking, a policy represents some form of constraint or condition on the use, deployment or description of an owned entity.", while earlier in section 2, line 184 states "A Policy is a set of assertions that must be adhered to when a service is invoked.". The Glossary states that a policy is "A statement of obligations, constraints or other conditions of use of a given service.". There is no single definition that is used consistently throughout the spec.
