Line 186 states that "A Contract is implied when a Service Consumer makes and invocation request to a service, in substantial alignment with the Policy declaration.". Line 463 states that "A contract, however, is a policy that has been agreed to.". And the Glossary states that a contract is "The syntactic, semantic and logical constraints governing the use of a service.". There is no single definition that is used consistently throughout the spec.
