There is a good graph from J. Utterbach of MIT Sloan which talks about 3
phases in the evolution of technology: The fluid phase, the mainstream
phase, and the declining phase.  In the fluid phase, there are many
different methodologies/designs/products, etc. that are vying for dominance,
but there are only a relatively few actual implementations of the
technology.  After some amount of time, a dominant design emerges, and the
late adopters of the technology start coalescing around this dominant
design/method/product,etc. and the other products/methods/designs fall into
obsolescence.  The final phase is when the technology as a whole is outdated
and is displaced by a newer technology.

We are in the fluid phase of this technology, and the BEA Reference
Architecture is just one of many.  It may be good, but it is still just one
of many.  That's why we are all part of this TC - so we can define somewhat
authoritatively (or at least with the appearance of authority) what an SOA
is. 

Part of what gives this group its authority is the fact that many of the
players in SOA (including Rag, representing BEA) are in one place hammering
this out.

BEA also has a self-assessment tool to determine if your organization is SOA
ready.

This implies they have a model upon which they derive their outputs.

Perhaps our work here is for not as BEA already has the answers :)
