The arrow indicates that the architectural work is guided by the thing it points at (RM). This is a bit confusing but in alignment with UML class via diagram conventions. Not always intuitive at first glance. A -> B means A sees B but B is not aware of A If it is a labelled binary relationship, UML convention indicates that A is affected in [name of relation] by B. Perhaps "guided by" may be more intuitive but the current is correct.
