New Issues List Template

Thank you Peter for your effort in constructing a new issues list
template.  I'm not sure what the contents of columns AB through BL are
to be.  Could you give an explanation for these columns?

To All New Issue Proposers:
Since I expect a flood of issues once version 8 comes out, Please help
me by following the procedures outline by Peter in the first page of his
template.  In addition please use the following format.

Format of new issue mail in *addition to Peter's Procedures*

List each column heading for which you wish information to be included
in the issues list, followed by a colon, followed by your comments and
statements for that column.

I will set up a mail filter so only those mails that have New Issue and
NOT Re: will be captures for inclusion in the issues list.  Those
e-mails for which one hits reply or reply all will not be in the issues
list but will be captured in the mail thread for that issue.  The start
of the thread will be captured in the "Discussion Thread Start URL"
column.
