The issue reads: "Is the function you used in the definition of  
capability equal to a mechanism? If so, how does it differ from  
Service?"

The concept of service does differ from any mechanism used to realize  
the service. The distinction is the same as that between *what* and  
*how*. The RM is concerned primarily with the *what*, not the *how*.

(The team is, of course, mindful of issues relating to the *how* of  
SOA; but these issues do not form part of the RM)
