On a client project last year we spent a significant amount of time
defining key terms for SOA (in the absence of an industry reference
model).  Within the DOD space, we eventually settled on the term mission
function (within the DOD lexicon) specifically for this reason and
specifically to reference the operational capability.

+1 for the glossary option even though it states the obvious. If one
