Subject: Formal Request for Special Majority Vote
Ram: Can you please set up a special majority vote to allow voting members of the SOA RC TC to cast a ballot to determine whether or not they wish the Committee Specification to become a version 1.0 OASIS Standard? The TC voted to proceed to a Special Majority Vote during our meeting this morning. The minutes are located at: http://www.oasis-open.org/apps/org/workgroup/soa-rm/download.php/20562/SOA-R M%20Minutes-Oct-4-2006.doc Background: The Ballot to advance the Reference Model for SOA to become a full OASIS Standard received 89 positive votes, the second highest number of positive votes anyone on the TC can recall being cast to support a standard. The single no vote came from Avaya Inc. The sole statement provided by Wu Chou was: "Too vague and confusing, e.g. things which are not SOA can be mapped into this and claim they conform to this SOA model." This statement reaffirms the strong need for a reference model for SOA. Even if they disagree (which is perfectly permissible), a reference model for SOA would allow them to clarify what they mean by SOA by using the model as a point of reference and noting departures from it. That is the intended use of any reference model. The TC reached out to Avaya twice, once receiving positive confirmation that their message was received and was going to be forwarded to their primary rep, and requested that a representative of Avaya, Inc. please help the TC understand their position by providing further information during the meeting scheduled for Wednesday October 4, 2006 or notify us that this time did not work and arrange another meeting. We also notified Avaya that in the event, they did not clarify their negative ballot, we would conclude that they are not going to do so. Accordingly, holding up it's progress to becoming a version 1.0 OASIS Standard is not in our best interest.
