Hmmm... "publication", "standard", "model", "document"...
Sounds like we need a new lexicon, we're rapidly running out words for some
pretty important concepts, and it seems several organisations (including
OASIS and W3C) still have some serious work to do here...

It is actually OASIS who set the rules that every publication has to have a
version number.

1.0 is the normal convention for a first standard to be given.  It doesn't
mean the model itself is versioned, just the document.
