item added to 20 Jan SOA-RM agenda

This is an explanation for the item added to the agenda of the next RM meeting.

On reading the OASIS TC process, I noted 

section 2.4.4(c):

(c) A TC Member who has lost his or her voting rights shall regain them for a TC that holds Meetings by attending two consecutive Meetings (as recorded in the minutes), thus regaining voting rights after the end of the second Meeting attended or, if less than two Meetings are called within 60 days after the loss of such rights, at the close of that 60th day. A Member of a TC that does not hold Meetings may regain voting rights by making a request to the chair(s) to regain them, effective at the close of the 60th day after the request.

As part of the purpose of quarterly meetings was to provide people with the opportunity to re-qualify for voting rights, this section of the process seems to make that easier than expected.  However, we want to balance this with ensuring that those with voting rights intend to respond to ballots, especially those ballots that require a quorum of those qualified. The item on the agenda is for discussing how we will proceed in an efficient manner without disenfranchising anyone wishing to be a voting member.
