SOA-RAF PR3 comments

Attached is my comment spreadsheet.  It covers the entire text except for the testing section which I revised separately.  Don’t be put off by the number of entries because I tried to be comprehensive and include small, trivial glitches.  The sheet has a lot of those.

 

My next goal is to have a consolidated sheet out before the Wednesday call.  We can then talk about the adjudication process.
