A public review for the SOA-RAF was completed 14
October 2012. Since then, the submitted comments have
been reviewed and adjudicated. The resulting
specification, along with the adjudication can be found
at [1].
The minutes from the 7 November 2012 SOA-RAF
subcommittee meeting [2] document that "The SC discussed
whether the changes made to the specification thus far
are material and concluded that they were not."
The minutes [2] also document that "a motion to hold
a meeting of the full SOA-RM TC on November 21, 2012 to
deliver the recommendation and ask for their
concurrence." [i.e., accepting the conclusion that there are
no material changes]
Therefore, the SOA-RM TC is requested to review the
revised [1] and be prepared for the agenda: as presented
below.

Agenda
Agenda:
1. Discuss and consider the documents in [1] and
determine whether to accept the SOA-RAF subcommittee
recommendation that changes are non-material.
2. Plan for follow-on activities necessary to adopt
a new Committee Specification. If the above
subcommittee recommendation is accepted, the material in
[1] will form the basis of the proposal for the
Committee Specification, requiring only a clean copy of
the specification formats be prepared with any and all
tracked changes accepted. Additional nonmaterial
changes may be proposed, accepted, and documented during
the 21 November meeting. As appropriate, the TC will
consider opening a TC member ballot as required by the
TC Process, for a formal decision to adopt the document
as a Committee Specification. If the recommendation is
not accepted, the TC will initiate actions, such as an
additional review, needed to gain such adoption.
3. Discuss and, as appropriate, vote or intiate a
ballot for submitting the SOA Reference Model to ISO/IEC
JTC1 as a PAS submission.
