I am not sure I followe you, Martin. You have started talking about legal terminilogy for 'policy' and then switched onto 'contract'.
 
I think we follow a real-world practice in contracts having them implicit and explicit. The implicit one does not assume any negotiations between the consumer and service/provider - this is what we have when we shopping in a store. The explicit one assumes negotiations and getting special personalised terms of the service use. Do we need mode legal details at out level of RAF?
 
What is wrong with the "policy" entity in our representation in RAF?

All--I'd like to discuss Mike's point of the difference between "policy" and "contract."  In particular, I think we might want to reconsider the need for a "policy" entity,  I think it may be creating confusion because it does not correspond consistently to real-world entities. It may be more fruitful to link this discussion to legal terminology. For example, we might look to the question of when a public "offer" (e.g., a offer to sell a wrench under specified terms and conditions) becomes a contract.
