Liaison from TMS/SOA-Tel to OMA to introduce our activities and solicit OMA
feedback/collaboration.

This is in response to an AI I took as TMS SC member to help the SOA-Tel
activity. Should be reviewed by SOA-Tel, as well as TMS Steering Commitee,
and submitted to OMA once jointly agreed.
Alternatively, we can also make it a pure SOA-Tel TC liaison statement.
