Apologies were received from Karl Best. 1 Introduction The participants introduced themselves. 2 Approval of record of third meeting A question for clarification was discussed: the idea of the links was to encourage the promotion of the meta-data. The record of the third meeting was approved. 3 Review of action items Action 3.1, keeping the web page updated, was ongoing on Karl Best. Concerning Action 3.2, Bob Hager and Martin Bryan reported the respective approaches of NSSN and Diffuse towards classification issues. Martin noted that there was an issue of "control" over classification systems; the problem with ICS was that it was relatively difficult to amend, and its current coverage of the IT field was too general. Diffuse had therefore needed to develop its own system. On the other hand, those participants interested in standardization in other areas felt that ICS seemed adequate for their meta-data needs. organizations needed different ways to approach the classification issue, with cross-references between the systems where required. Referring to taxonomy, there was a further discussion of whether the Committee should develop one of its own. Some members felt that it would be difficult - even impossible - to do the latter. There was a reference to the ISONET taxonomy as a potential basis. This was using XML for meta-data. Action 4.1 Bob Hager to provide information on ISONET Action 4.2 Bob and Martin Bryan to discuss the ISONET indexing system 4 Registries 4.1 Meta-data proposal: review of completed templates provided John Ketchell had provided one example. He had not found significant problems except for the standards reference field; The example document had some 25 references. There did not seem to be key words, or they were not obvious to him. Overall he felt that the result was acceptable. The meeting felt that the key cases would be the title of the document and the comment fields. Standards may have multiple parts, which may require two layer treatment. Reference quoted should be only normative ones; links could be made to the meta-data of referenced documents. Sally Fuger said a few words about a first ebXML registry implementation by Hong Kong University; Action 3: Sally to provide information on Hong Kong ebXML activity. It was recommended that the meeting look at attributes for use of meta-data elements, names, language. The intention should be to define these elements in order not to present elements that could be confusing to the readers. Action 4: All members to examine the meta-data from their own organisation's prospective, capture elements and send to list. 5 Any other business John reported that he had been in contact with Makx Dekkers from Dublin Core.
