I have not been able to attend many of the teleconferences, but I havee been keeping up with the progress of this fascinating group.
Action 10/1:   I do not think that any one national SDO should be the approval body.  I believe such a step would inhibit use across industry lines. There is need for something like this in satellite systems industry; AIAA had attempted a related activity a year ago that became too complex and died of its own weight.  The Standards Registry will help a great deal.
I would like to see the end result with some sort of international acceptance.  It is nice to think of ISO, but that may be too cumbersome.  An initial step as an ISO Guide would be helpful if the Information Committee were still in existence, but it is gone and formation of a new TAG is not really feasible.  Based on the argument in the minutes, a WG within TC46 does seem feasible with the intent to adopt a PAS, perhaps headed toward as IS in the required manner.
Action 10/2:  
The participants at present are a loose consortium, not necessarily balanced, but also without any dominance problem.  We could achieve a consensus in the normal manner, including a minority report if necessary. The result could be formatted as an ISO proposal with the pedigree contained in a transmittal memo.
It was noted that a national sponsor is needed to initiate an ISO/PAS.  It would seem feasible for the USA to do this, possible through NISO (National Information Standards Organization), who are the USTAG Administrator for ISO TC46.  I still don’t favor an initial national adoption.
