Yes agree, standalone is a rather "picky" term. 
May be as independent as possible ("although I could argue against that
too").

So what is the overall mood at this point.
Is a TC a good idea or still too early in the game?
Do we have enough mass to start one at this stage?
I have seen the beginintg of a psooible charter. I did not see a lot of
scoping/disagreement so far.

I think you may find that Nirvana. In 12 years in test of hardware and
software systems (not specs) I don't recall many that were truly
standalone.

I'd suggest you aim for that rather than pre-suppose it to be the case.
