This could be a en-US vs en-GB debate.
In simple English a test is what I do to confirm a statement.
The specification tells me how to do it.
E.g.
Point X should be 137VDC +- 4%
The spec gives me the information where to connect the equipment and
give me the expected result of executing the test?

We probably are talking about the same thing, but please be I18N aware
to ensure all readers take away the same information?
