Changes / reasons:
removed IDs except from TA itself / linking parts of test is disputed
(though linking part of a test to an overall test outcome has some agreement)
removed Previous Test and Following Test / inclusion of sequence is disputed
made Comment cardinality optional, multiple and explicitly normative (to TA)
/ to allow for comments saying test not possible, coverage partial, etc
