As requested, following last week's meeting, I am sending a link [1] to
a draft of a guide to test assertions from public W3C space.  I'm not
sure I'm allowed to send to the list, so if you want to forward it,
that's fine with me..

Some of this work may have been overtaken by events, but at this point
what might be most interesting in light of last week's discussions is
the overall flow (structure) of the document, as well as the 17
principles at the end of the document.
