Note bug(?) Re: [tag] Groups - Test Assertions Guidelines draft0.4 (TestAssertionsGuidelines-draft-0-4.doc) uploaded

Just to note, there seems to be a peculiar SO8.3 bug(?) which
renders (at least it does in the version I tried) the section
numbering wrongly (subsections all start '1.' irrespective
of main section number). When I try opening the document
with Word 2000, WordPad or OOo 2.3 I don't get this error
though so there doesn't seem to be an error in the document.

I'll try posting the text of the document on the wiki too
a bit later (TAG version 0.4).
