Issue #20: in the light of recent examples (see email NIST/Fujitsu 6/18), the sub-optimal predicates issue is revisited. See in particular Proposal #2.

 

Issue #31: see new Proposal 5. Seems to push in favor of more perscription levels, at least five  as proposed by Stephen (3 + "prohibited", "notrecommended")
