Delay getting to public review

Apologies we are in a bit of a delay with the start of public review.
I guess the workarounds with the template early on in document
creation have made our draft out of step with other TCs' drafts so
it's taking a bit of iterative editing to get right. Hopefully it won't be
too long now.
