Changes include

# addition of a schema version ID (so that namespaces changes can be
limited to major versions only and minor versions are indicated using this
ID in instances)

# splitting of 'shared' into 'shared-override' and 'shared-composite'
(proposal not yet agreed)

# device to allow extension of prescription level code (requires extension
values to be prefixed with 'ext:')

# removal of property-defining special purpose tag (in favor of use of
normal 'tag' element for denoting deinition of a property by a TA or TA
Set)
