Quite a major set of changes in this draft (perhaps enough to warrant a new
namespace but namespace is unchanged at this point). Draft changes yet to
be discussed and decided by TC.

taReference --> testAssertionReference
taId --> testAssertionId
taSetId --> testAssertionSetId

removed 'composites' and 'overrides' from shared
- replaced with TA parts some of which have 'conflict' attribute

'date' and 'time' attributes added to testAssertionSet
