Adds 'async' attribute to 'start' in the core.

Addresses many technical errors such as error in 'else-if' (did not include
'expr' attribute) and deficiencies  such as restriction of types when they
are contained by 'function'.

Otherwise no substantive changes that would affect the use case examples
created so far.
