XML POSITION PAPER FOR TAX ADMINISTRATORS V.05

The paper has been updated reflecting the comments from the TC along with general tightening up of the structure.  We will need to add detail on the following standards: XBRL, OAGIS, CAM & CICA.  TASC members will be asked to contribute to these.
