We actually spent a bit of time discussing whether to call XML a standard
or not on the last call. The debate went a bit like this:

Perhaps it was not originally delivered by an official standards body so
it can't officially be called a standard from its genesis.

But to also quote the W3C: "The XML Core Working Group is responsible for
several specifications; some of these are published as W3c
Recommendations, and some are still drafts. If you implement a draft, you
must not claim to have implemented a formal Recommendation (nor a standard ), and you should check back here at least once a month for updates." (

Yes, XML is a "Specification". But it is more than that.

In particular, the XML Specification (or Specifications, 1.0 and 1.1) is
also a W3C "Recommendation". (Which the above paragraph begins to compare
with a "standard" and which the market generally treats as a standard.)
But XML is more than that.

XML is pretty pervasive today. It is called (perhaps not literally
correct, as noted) a standard, treated as a standard, respected as a
standard, and declared a standard after the fact in certain countries
(e.g., Japan in, I believe, JIS X 7206:2005). Standards organizations are
delivering standards based on it.  It is a "de facto" standard if not a
"de jure" standard.

So we figured that for the audience of the document, calling it a
"standard" made a lot more sense than trying to come up with another name.

I'll start with the fact that XML is a W3C 'specification' not a standard (See the  W3C web site). In defining XML we wander through several variations why not pluck  the one from  W3C? - "Extensible Markup Language (XML) is a simple, very flexible text format derived from SGML (ISO 8879). Originally designed to meet the challenges of large-scale electronic publishing, XML is also playing an increasingly important role in the exchange of a wide variety of data on the Web and elsewhere." From there we can expand on its relevance to the tax domain.

Which brings us to the use of the term "XML standard" which is never clearly explained. We explain 'open standards' but never distinguish what constitutes an "XML standard".

This extra conference call is nessesary because the discussions about the position paper take so much time that the deadline for the OECD meeting in Stochholm is in real danger. As a matter of fact The deadline for sending in papers for that meeting was  august 15 so we are already a bit late. I extended our time to september 1. Although the meeting itself is on september 14/15, sending in too late means that country representatives cannot prepaire properly so no decission can be taken and we lose a whole year.

I have noticed that part of the discussion in the last telecon is a duplicate of the Philadelphia meeting. This cannot be the case. Besides that we take much time to discuss the OECD developments STF and SAF. In both cases no standards by any OASIS definition and even not by our own defination. Next to this: we have limited influence here. Both the OECD groups who are responsible for these producs repeadedly stressed that they had their own decisionmaking proces. Especially STF has up till now never changed anything because we have an opinion. So we go back to our initial position about STF and SAF with some minor modifications or we skip all the paragraphs concerning. Reaching concensus is a fine thing and my aim from the onstart but we can use the voting mechanism.

So wednesday teleconference covers only the position paper. We will discuss in principal only concrete text proposals.

Last chance to bring in tekst proposals is Monday 8 pm Eastern time.
