Incorporates discussions at today's telecon.  v1.10 will be the basis for
final discussions at the TC telecon on Thursday.

still to be discussed; (3) the list of contributors and member
organizations (final attachment) is based on the KAVI roster, if you want
changes to this portion the document you probably want to update your
listing in KAVI too.
