new OASIS TC process

OASIS members:

As was announced in the press release yesterday, OASIS has a new technical
committee (TC) process. This process guarantees that technical work in done
in an open, democratic environment, that allows participation of any OASIS
member and comments from any interested party.

The process is based on Robert's Rules or Order, which has governed the
meetings of OASIS since its founding, and defines the creation of TCs,
membership and chairing of TCs, and how committee specifications become
OASIS standards. A summary of the process may be found at

One feature of the new TC process is communication; everything that goes on
in TCs is open to the public. Each TC has both a discussion list for
committee members and a comment list where non-members may post comments
related to the work of the committee. Archives for all TC mail lists are
publicly available at http://lists.oasis-open.org/archives/.

A new mail list, tc-announce, has been created for the dissemination of news
and status related to OASIS TCs. By subscribing to this list you will be
included in calls for participation in new TCs, notified when TCs have
committee specifications out for review and voting, and other related news.
To subscribe to this new list please send an email message to
tc-announce-request@lists.oasis-open.org with the word "subscribe" as the
body of the message.
