closure of Mgmt Protocol TC

The OASIS Management Protocol TC has been closed.

The members of the TC decided last winter to transition their activities 
to a new TC, the OASIS Web Services Distributed Management (WSDM) TC, 
which met for the first time in April 2003.

The MgmtProtocol TC met for the last time in February 2002. See the list
