Subject: EML v4.0 Submitted for OASIS Standard
OASIS Members: The OASIS Election and Voter Services Technical Committee has submitted the following specification, which is an approved Committee Specification, to be considered as an OASIS Standard: Election Markup Language (EML) v 4.0 The TC's submission is attached below. In accordance with the OASIS Technical Committee Process, the specification has already gone through a 60 day public review period: http://lists.oasis-open.org/archives/tc-announce/200509/msg00007.html OASIS members now have until the 15th of January to familiarize themselves with the submission below. OASIS members should give their input on this question to the voting representative of their organization. By the 16th of the month we will send out a Call For Vote to the voting representatives of the OASIS member organizations, who will have until the end of the month to cast their ballots on whether this Committee Specification should be approved as an OASIS Standard. Links to the approved Committee Specification in the TC's document repository, and any appropriate supplemental documentation for the specification, both of which must be written using the OASIS templates. The specification may not have been changed between its approval as a Committee Specification and its submission to OASIS for consideration as an OASIS Standard, except for the changes on the title page and running footer noting the approval status and date. A consolidated zip file with all specifications and Schemas is publicly available from: http://www.oasis-open.org/committees/download.php/15924/ 2. The editable version of all files that are part of the Committee Specification; see EML v 4.0 Process and Data Requirements and EML v 4.0 Schema Descriptions in zip file referenced above. 3. Certification by the TC that all schema and XML instances included in the specification, whether by inclusion or reference, including fragments of such, are well formed, and that all expressions are valid; I can certify that the schema and XML instances included in the specification are well formed and all expressions are valid. 4. A clear English-language summary of the specification: The Election mark-up Language (EML) specification defines the standard for the structured interchange of data among hardware, software, and service providers who engage in any aspect of providing election or voter services to public or private organizations. The specification consists of: A generic process model that sets the scope of e-voting A data catalogue that defines the data exchanged during the voting processes a set of XML schemas that support the data exchanges a discussion of the some of the common security requirements faced in different election scenarios, a possible security model, and the mechanisms that are available in the EML specifications to help address those requirements. 5. A statement regarding the relationship of this specification to similar work of other OASIS TCs or other standards developing organizations: To our knowledge this specification has no relationship to any other work of other OASIS TCs or other standards developing organizations. 6. An account of and results of the voting to approve the specification as a Committee Specification, including the date of the ballot and a pointer to the ballot; see http://www.oasis-open.org/committees/ballot.php?id=899 9. An account of or pointer to votes and comments received in any earlier attempts to standardize substantially the same specification, together with the originating TC's response to each comment; This specification has not previously been submitted to OASIS for standardization. 10.
