Subject: UBL v2.0 Submitted for OASIS Standard

OASIS Members:

The OASIS Universal Business Language (UBL) Technical Committee has submitted
the following specification set, which is an approved Committee Specification,
to be considered as an OASIS Standard:

OASIS Universal Business Language v2.0

The text of the TC submission is appended.

You now have until 15 November to familiarize yourself with the submission and
provide input to your organization's voting representative.

On 16 November, a Call For Vote will be issued to all Voting Representatives of
OASIS member organizations. They will have until the last day of November,
inclusive, to cast their ballots on whether this Committee Specification should
be approved as an OASIS Standard or not.

In accordance with the OASIS Technical Committee Process, this Committee
Specification has already completed the necessary 60-day public review period,
as well as two additional 15-day public review periods, as noted in the
submission below.

(c) Certification by the TC that all schema and XML instances included in the
specification, whether by inclusion or reference, including fragments of such,
are well formed, and that all expressions are valid

   The schemas and instances have been extensively tested.  The
   release package contains a test harness that demonstrates
   validation against sample documents.

(d) A clear English-language summary of the specification



(e) A statement regarding the relationship of this specification to similar work
of other OASIS TCs or other standards developing organizations

   UBL 2.0 supersedes an existing OASIS Standard, UBL 1.0.

(f) Certification by at least three OASIS member organizations that they are
successfully using the specification

   that they are successfully using UBL 2.0:

(g) The beginning and ending dates of the public review(s), a pointer to the
announcement of the public review(s), and a pointer to an account of each of the
comments/issues raised during the public review period(s), along with its

   Public review number 1 (20 January 2006 - 21 March 2006)


      Comment dispositions: Comments received on PRD1 are archived
      at the comment site cited below.  Changes resulting from
      input received are documented in the change log at


   Public review number 2 (28 July 2006 - 12 August 2006)


      Comment dispositions: No substantive comments were received
      during the review period.  One comment suggested editorial
      corrections that were incorporated into the revised draft.
      Changes made to PRD2 are documented in the change log at


   Public review number 3 (21 September 2006 - 6 October 2006)


      Comment dispositions: No comments relating to the third UBL
      2.0 public review draft were received during the review

(h) An account of and results of the voting to approve the specification as a
Committee Specification, including the date of the ballot and a pointer to the

   Voting to approve UBL 2.0 as an OASIS Committee Specification
   began 5 October 2006 and ended 12 October 2006.  One hundred
   percent of the voting members of the UBL TC voted to approve.

attempts to standardize substantially the same specification, together with the
originating TC's response to each comment

   No prior attempts have been made to standardize UBL 2.0.  UBL
   1.0 was ratified as an OASIS Standard in November 2004.

not vote in favor of approving the Committee Specification, which report may
include statements regarding why the member voted against the specification or
