Subject: Approval of "Product Life Cycle Support DEXs Version R5" as CommitteeSpecification

We are pleased to announce the approval of an OASIS Committee
Specification produced by members of the OASIS Product Life
Cycle Support (PLCS) TC:

Product Life Cycle Support DEXs Version R5
Committee Specification 01
18 November 2010

XML Namespace Names:

The purpose of the OASIS Product Life Cycle Support TC is to
establish structured data exchange and sharing capabilities
for use by industry to support complex engineered assets
throughout their total life cycle. These Data Exchange Sets
(DEXs) are based upon ISO 10303 (STEP) Application Protocol 239
(Product Life Cycle Support). The OASIS Product Life Cycle
Support TC is responsible for defining, developing, testing
and publishing of OASIS Product Life Cycle Support DEXs, and
for liaison with ISO TC 184/SC4. The OASIS Product Life Cycle
Support TC coordinates these activities with relevant OASIS
Technical Committees and promotes the use of OASIS Product
Life Cycle Support DE's across industries and governments

Data needed to manage complex engineered assets is often
distributed over multiple IT systems and organizations, and
historically has been difficult to access and consolidate.
The PLCS standard provides a large, integrated information
model covering the whole lifecycle. The PLCS standard
provides the basic mechanisms enabling neutral file exchanges
between IT systems and organisations. This helps remove
delays and costs for both the end user of the product and
the supplier, and is particularly important for service-based
contracts such as "power-by-the-hour".

The scope of the information content of ISO 10303-239 covers:

- The identification and composition of a product design
   from a support viewpoint
- The definition of documents and their applicability to
   products and support activities
- The identification and composition of individual products
- Configuration management activities, over the complete
   life cycle
- Activities required to sustain product function
- The resources needed to perform such activities
- The planning and scheduling of such activities
- The capture of feedback on the performance of such
   activities, including the resources used
- The capture of feedback on the usage and condition of
   a product
- The definition of the support environment in terms of
people, organizations, skills, experience and facilities

Per TC Process, members of the OASIS PLCS TC [1] requested
a Special Majority Vote [2] to approve the Product Life
Cycle Support DEXs Version R5 work product dated 9 September
2010 as a Committee Specification. The specification had
been released for public review as required by the TC
Process [3]. The vote to approve at Committee Specification
(CS) level passed, and the approved CS01 is available
online in the OASIS Library as referenced above.

We thank the PLCS TC members and all reviewers who contributed
to the production of this technical work.

This notification is provided in accordance with the OASIS
Technical Committee Process (Section 2.8) requirements for TC
Visibility [4].

Note: On behalf of OASIS and myself as Interim TC Administrator,
I apologize to the PLCS TC members for the consequences of
extreme delay in processing.
