OASIS Members:

The OASIS Web Services Quality Model TC members [1] have approved submitting the following Candidate OASIS Standard to the OASIS membership to a membership vote for OASIS Standard:

This is a call to the primary or alternate representatives of OASIS Organizational Members to vote. This Committee Specification was approved by the Technical Committee and was submitted for the required 60-day public review. All requirements of the OASIS TC Process having been met, the Candidate OASIS Standard is now submitted to the voting representatives of OASIS organizational members.

The ballot opens at 00:00 am UTC on 22 February 2013 and closes at 11:59 pm UTC on 08 March 2013. You can access the ballot to cast your vote at:

The minimum number of affirmative votes required to approve this ballot is 47  (15% of 311 organizational members).

Each OASIS organizational member has one vote. OASIS members should ensure that their organization's voting representative votes according to the organization's wishes. If you do not know the name of your organization's voting representative is, go to the My Account page at

then click the link for your Company (at the top of the page) and review the list of users for the name designated as "Primary".

-- Information about the Candidate OASIS Standard and the OASIS Web Services Quality Model TC -- 

As distributed computing environments become common, the quality of web services will become a very significant factor in executing services successfully among service consumers, providers, brokers, managers, etc. Although most web services systems adhere to standards, they may exhibit a wide range of quality in such aspects as interoperability, security, and manageability, etc. 

The purpose of Web Services Quality Factors is to provide a standard for defining quality factors relating to the development, usage and management of web services. 

Web services usually have a number of distinguishing characteristics: they are service-oriented, network-based, variously bind-able, loosely-coupled, platform independent, and standard-protocol based. As a result, a web service system requires quality factors unlike those that apply to installation-based software. For example, since the quality of web services can be altered in real-time by the service provider, considering real-time properties of web services is a meaningful factor in describing the quality of a service. 

Web Services Quality Factors Version 1.0 presents quality factors for web services with definitions, classifications, and sub-factors case by case. For each quality factor, related specifications are cited with a brief explanation of each. This specification can also be extended to define the quality of SOA systems as well.
