Please accept the following as SAP AG's feedback to the proposed revision of the OASIS TC Process. The listed items either propose slight adoptions and/or clarifications or represent questions for parts that are ambiguous or not well defined.

Section 1. Definitions

1) Joint Committee (Line 8)
While Joint Committees certainly have different formation rules, it may help to define them as a sepcial Technical Committee in order to simplify the JC process definitions.

2) Quorate Meeting (Line 14)
"quorum" should be "Quorum as described in the section "Membership"".

3) Minimum Membership (Line 19/20)
"Minimum Membership" should be "Minimum Membership as described in section "Membership"".

4) OASIS TC Administrator (Line 48)
How can one determine who the TC Administrator is?

5) Quorum (Line 59-61)
Does more than half mean 5 out of 10 or are 6 our of 10 necessary?


Section 2. Technical Committees

6) TC Name (Line 157)
Section 2. (a) requires the TC Discussion List name to be different than the name of the actual TC once formed. This requirement should be moved to or at least reiterated in line 157 as follows: "...used for an OASIS TC or TC Discussion List".

7) Contributions (Line 170)
What does "consideration on an equal basis by the members of the TC" mean?

8) Completion Dates (Line 172)
"with completion dates" should be "with projected completion dates".

9) TC Member Registration (Line 219)
Requiring persons intending to participate in the first meeting of a TC to register 15 days prior to the event, means that organizations or individuals eventually have only 15 days to consider their participation after the TC has been announced and the first meeting is a conference call. This is a too short notice. Why is it necessary to sign up 15 days prior to the event?

10) Confirmation by Primary Representative (Line 223-224)
Why does the Primary Representative need to confirm only those persons that want to sign up for the first meeting, but not those persons who initially "supported" the TC, as described in "TC Formation"?

11) Chair (Line 223)
"Chair" should be "proposed Chair".

12) Registration after first Meeting (Line 231)
The correct title of the referenced section is "TC Membership and Participation".

13) Primary Representative Notification (Line 255)
How and when does the notification about persons that requested to become an observer take place?

14) Receipt of Confirmation (Line 266)
The "by the Chair" seems to be superfluous.

15) Second Leave of Absence (Line 325)
What does "formal Resolution by the TC" mean? Can this be decided by the Chair or does the TC need to have a ballot?

16) Adoption of Standing Rules (Line 425-430)
Examples for allowed adoption and proposals that conflict with OASIS Board-approved policy may help understanding the standing rules adoption policy.

17) JC Name (Line 562)
Same as item 6).

18) JC Member Registration (Line 595-597)
As in item 9), 15 days is seen as a too short notice.


Section 3. Standards Approval Process

19) TC Certification (Line 747)
What does "certification by the TC" mean? Can this be done by the Chair?

20) Minority Report (Line 772)
"Minority Report" is undefined. Can this be a simple mail on the TC's mailing list?
