To: OASIS members & interested parties

A new OASIS technical committee is being formed. The OASIS Transformational Government Framework (TGF) Technical Committee has been proposed by the members of OASIS listed below. The TC name, statement of purpose, scope, list of deliverables, audience, and language specified in the proposal will constitute the TC's official charter. Submissions of technology for consideration by the TC, and the beginning of technical discussions, may occur no sooner than the TC's first meeting.

The eligibility requirements for becoming a participant in the TC at the first meeting are:

   (a) you must be an employee of an OASIS member organization or an individual member of OASIS, and
   (b) you must join the Technical Committee, which members may do by using the "Join this TC" button on the TC's home page at [a].

To be considered a voting member at the first meeting, you must:
   (a) join the Technical Committee at least 7 days prior to the first meeting (14 October 2010); and
   (b) you must attend the first meeting of the TC, at the time and date fixed below (21 October 2010).

Of course, participants also may join the TC at a later time. OASIS and the TC welcomes all interested parties.

Non-OASIS members who wish to participate may contact us about joining OASIS [b]. In addition, the public may access the information resources maintained for each TC: a mail list archive, document repository and public comments facility, which will be linked from the TC's public home page at [c].

Please feel free to forward this announcement to any other appropriate lists. OASIS is an open standards organization; we encourage your participation.

Regards,

Mary

CALL FOR PARTICIPATION
OASIS Transformational Government Framework (TGF) TC

TC Name –
OASIS Transformational Government Framework Technical Committee

Statement of Purpose
At a time when virtually every government is now an “e-government” – with websites, e-services and e-government strategies proliferating around the world, even in the least developed countries – it is now clear that Information and Communication Technology is no magic bullet. Duplicated IT expenditure, wasted resources, no critical mass of users for online services, and limited impact on core public policy objectives – this has been the reality of many countries’ experience of e-Government.

Traditional e-Government has focused on e-enabling transactional services and providing online content. Yet the great majority of public sector staff and expenditure is not involved in such services, but rather is on the "front line”: teachers, healthcare workers, police, court officials,
emergency response teams, revenue and border control teams and so on. Leading governments are increasingly beginning now to understand how the work of such front line staff can be transformed through the use of real-time knowledge management and mobile workflow applications. An increasing number of governments are now starting to get to grips with the much broader and more complex set of cultural and organisational changes which are needed if ICT is to deliver significant benefits in the public sector. Countries such as the UK, Canada and Australia have all recently published strategies which shift away from “egovernment” towards a much more radical focus on transforming the whole relationship between the public sector and users of public services. This new focus is commonly being referred to as Transformational Government.

Transformation programmes differ from traditional eGovernment programmes in four major ways:
* They take a whole-of-government view of the relationship between the public sector and the citizen or business user.
* They include initiatives to e-enable the frontline public services: that is, staff involved in direct personal delivery of services such as education and healthcare – rather than just looking at transactional services which can be e-enabled on an end-to-end basis.
* They take a whole-of-government view of the most efficient way managing the cost base of government.
* They focus on the “citizen” not the “customer”. That is, they seek to engage with the citizens as owners of and participants in the creation of public services, not as passive recipients of services.

Scope of Work
Whilst there is not a one-size-fits-all approach because each government is different, there are some universally applicable rules, sets of principles and processes for delivering the transformational change. The work of the TC will be to define an overall framework that encompasses these rules, principles and processes. And supporting the framework there will be a need for the TC to identify and provide some use cases and guidance on adoption as there is more than one entry point into making the transformation.

List of deliverables
The major deliverable will be a Framework for Transformational Government.
Included in this Framework will be:
* a Transformational Government Reference Model,
* definitions of a series of policy products necessary to implement the change,
* a value chain for citizen service transformation,
* a series of guiding principles,
* a business model for change,
* a delivery roadmap,
* and a checklist of critical success factors.
Supporting this Framework will be a number of Use Cases and other guidance advice on its adoption.

It is anticipated that the Framework will be delivered within 12 months and the other outputs within 18 months of the start of the TC.

Statements of support for the proposed Charter
"Governments all round the world have struggled to get real benefits from IT given their siloed structure, but increasingly the set of best practices generally known as called "Transformational Government" is pointing the way forward. CS Transform is committed to identifying and spreading best practice in this area, so we are delighted to collaborate with OASIS on this new Technical Committee and to make available the framework in our white papers as the basis for further work by the Committee."
Chris Parker – CS Transform Ltd - chris.parker@cstransform.com

“The Department supports this initiative because it's strategically smack dead centre in what we are trying to do”
Internal Affairs Department, NZ Government - Colin.Wallis@dia.govt.nz

“In these times of severe budget constraints, all available government resources need to be working more effectively to meet the challenges of service and operational transformation. The Transformational Government Framework should allow governments and their suppliers to avoid much reinvention of common assets whilst making it easier to put technical and business fundamentals in place. Scarce resources can then concentrate upon today’s issues and the opportunities’ offered by new technologies and business approaches rather than continuously working to create and manage assets that provide little added value. Fujitsu is pleased to support this OASIS initiative.”
Hiroshi Yoshida – Fujitsu – Hiroshi.Yoshida@jp.fujitsu.com

“Microsoft actively participates in discussions with governments around the world on the role that technology can play in advancing the objectives of governments and citizens. We are pleased with the approach of the Transformational Government Framework TC, which will look beyond the transactional aspects of eGovernment to understand the needed changes within and between agencies, such that Government technology can be used as a platform for change across the public sector.”
