You have been making great strides. I have been reduced to lurking as I think at best we are engaging in things that may be use cases for you. so we still think this is a good place to be.

I wanted to contribute one small thing but I have seen it pay huge dividends in our work with The US and other governments.  We took the time to conceptually define what B to G is and position it as a subset of B to B.  In words Business to business involves buyer and seller and goes on globally and has had huge innovation.  B to G is the subset of transactions where the buyer and seller in a B to B transaction are in different countries.  The added complexity is that The G drives the information rules and engagement more often than not by fiat (the mandating of the use of HTS, FDA codes etc) The same comments can be said about B to C and the linkage can be made that B to B systems and B to C systems share much architecture etc.

Given the economic circumstances and the huge investments already made in both B to B and B to C, the return on investment and also implementation time is arguably better. This also increases reusability as by definition this is a reuse instance.

We have been inside the integrated US Government space for several years now and almost universally is the reaction that it might well work for the others but we are different because.
We have found you can only have substantive work after that dance has been had and the positioning is agreed to.

I’d echo many of Chris and John’s sentiments regarding the EIF as published and the relationship that it could have with TGF.

One other factor, and possibly a significant driver in the world of realpolitik, is the reaction of many governments to major financial cutbacks in the current political & economic climate: in the UK, as you are aware, there is talk from some snake-oil merchants about favouring “chaotic community action” as an alternative to “costly, heavyweight, policy procedures”. It would seem that if we are able to articulate the need for a “new approach” and show how transformation can also make a positive impact on the bottom line of government budgets, we should be pushing at an opening door…

My own view is that the latest EIS/EIF is good news in terms of the agenda which the TC has set out.  Firstly, because the EIS/EIF is entirely consistent with the approach we are developing in the TGF.  But secondly, because the underlying rationale for the TGF - which is that there is a significant stratgeic gap in guidance to governments in this space - has certainly not been changed because the new EIS/EIF has filled that gap.

To expand of these points a little, I see the EU initiative as consistent, because it recognises that delivering real benefits to citizens from ICT requires interoperability between organisations, and that this is a multi-dimensional problem of which technical interoperability is just one element.  The framework of technical/semantic/organisational/legal/political interoperability is a holistic one.  The problem though is that it is fairly academic, and difficult to translate into actionable delivery plans at the whole-of-government level.  By mapping the EU framework against key service delivery areas (business management, customer management, channel manageent etc), our Policy Framework helps give a much clearer view of what is actually needed.  And then by pulling together best practices on business model, delivery planning and so on, the TGF should help governments move more rapidly and effectively towards implementation.

I’ve taken a  closer look at these documents now and I think the major impact for the  TC is as follows:


How do we align our Framework with the EIS/EIF, and vice-versa, without compromising the objectives of the TC?  We have to remember that the EIS/EIF is about interoperability of European government services and that quite clearly is not a universal requirement and is not the whole breadth of the proposed TGF.  The task for us as I see will be to show how our Framework can be mapped to the EIS/EIF and what added value it could bring by the adoption of its wider focus.



We have of course already opened the door on the TGF with the ISA Programme leadership and have an on-going action to pursue that discussion so the opportunity is there for us once we have got some reasonably stable material.

I would welcome other views on the impact of these documents on our work.

The European Commission has today released its European Information Strategy and version 2 of its Interoperability Framework.  Both are available at  http://ec.europa.eu/isa/strategy/index_en.htm .

We will need to take these into consideration in our work.
