I think that this is a valid definition to use as a contrast with “transformational government” – I would argue that eGov has failed in many cases precisely because the second phrase has been ignored: “has the potential to transform”…

Definition:

The term "e-government" focuses on the use of new information and communication technologies (ICTs) by governments as applied to the full range of government functions. In particular, the networking potential offered by the Internet and related technologies has the potential to transform the structures and operation of government.

In most instances the definition is derived from statistical standards developed by international organisations such as the IMF, OECD, Eurostat, ILO. Where possible, the definition has been quoted word for word from the source.

I had too a discussion with Theresa Pardo. She is not convinced about the model that we produce. For her,  E-gov and T-Gov, it is the same definition. I think that we must explain in the document the difference between e-gov and T-gov more explicitly. I think that we must take the definition of OECD to avoid any comments in the public sector.  She was not agree concerning the frontline that we do between e-gov and T-gov.

 

In reading  the document, i have an other question. T-gov is a very large concept. How can i integrate the enabling citizen participation, social inclusion & democracy through processes with the concept of T-Gov. This last question is very important for the Ministry of Finance.

Objet : [tgf] ICEGOV CONFERENCE

After my presentation at the tGov workshop yesterday in Brunel University I was approached by Theresa Pardo, the Chair of the next ICEGOV Conference in Estonia in September, saying you must attend my conference and make a presentation.  Theresa is the Director of Technology in Government at the University of Albany and seems to be very well connected within the USA Federal Government so could be a very useful ally.  I’ve asked her to join our TC.

 

With respect to her request to present at this conference, is anyone able to attend on behalf of the TC?  Full details are at www.icegov.org.  There is a call for papers and the deadline is mid-April.  Happy to assist with preparing the submission and probably could use the one I did for the Brunel Uni workshop.  Usual problem though of having to pay your own way though.  Would be good if we could get someone there as Theresa was very taken with our work and so the benefits of attending could be very good.
