I haven't completely ruled it out, having done a costing for me to extend my planned trip to include it, which sees it marginally extra/juuuust doable.
However there are two dependencies:
1) A meeting in DC with the World Bank - they have 3 dates to work with.  Only one of those would allow me to go to Estonia, given my other commitments. So we are at a 30% chance.
2) If we are a go from the WB perspective, then I would need an invitation from the ICE GOV folks.

I hope to have (1) confirmed by the end of the week.
