Spot on with your explanation. I want to talk about the Policy Product matrix on today’s call if we get time. I’d like to move onto to producing populated version of it.

It will be interesting to see what comes out of this NZ work, and how generically applicable it is for other jurisdictions. However, measurement – but not the specific measures – is already an integrated part of the TGF, in two patterns:

· there is a requirement to measure the programme’s progress against the TGF Critical Success Factors

· and the Benefits Realisation pattern requires users to:

Establish a benefits realization strategy to ensure that the intended benefits from the Transformational Government program are delivered in practice. Build that strategy around the three pillars of (i) Benefit Mapping, (ii) Benefit Tracking and (iii) Benefit Delivery:

(i) Set out all the intended outcomes from the transformation program and be clear how the outputs from specific activities and investments in the program flow through to deliver those outcomes;

(ii) Baseline current performance against the target output and outcomes, define “smart” success criteria for future performance, and track progress against planned delivery trajectories aimed at achieving these success criteria; and

(iii) Ensure that governance arrangements are in place to ensure clear accountabilities for the delivery of every intended outcome.

As you say, as a business we have our own tools for measuring all this. However, they do need an amount of configuration to fit the needs of each client – since the intended outcomes of each programme are different, so measures, KPIs etc are not one-size-fits-all.

This is something the TC could perhaps look at when reviewing the content of a “TGF Policy Product Matrix”, if we decide in future to move to a populated version of this. The populated version of the matrix in our original White Paper on “Beyond Interoperability” includes “Performance Measurement Framework” as one of the policy products, listed in the Business Management / Organisational Interoperability cell of the matrix. This could well be a useful area for the TC to focus on if it wants in future to start developing patterns for key policy products.

Hi Colin,

While a measurement tool per se is not a “pattern”, the requirement/recommendation to have measurements (of what, criteria, levels of conformance, etc.) could well be.

We are calling the first spec “Core patterns” precisely because there could (indeed, should) be more specialised patterns at a later date to handle more specific areas – and the whole realm of conformance, testing, and measurement (against, for example, critical success factors) would seem obvious candidates.

Which makes me think also – for every policy product, could/should there be a corresponding generic pattern?

Folks

I was invited to a meeting today (most unusual!) with our contacts in Treasury who are offering up a measurement/benchmarking tool/process/approach to our Service Transformation project.

They are informed from a number of quarters, one being an international advisory group comprising TG projects in Australia and CST (Bill)

They have looked at the Primer and CPL regarding terms and concepts to make sure it is lining up OK.

So this all caused me to take a look at the TGF Products list to see where such a product might fit. It doesn’t explicitly indicate a measurement tool, yet we all know its essential. And I guess CST has one of its own…

It could be in TGF Use Cases. It could be in TGF tool support..Or it could be a new TGF product in its own right..

What say you all?
