Hi,
I had a call earlier this morning with Riku Jylhankangas, the project manager in the European Commission ISA service, responsible for the Common Assessment Methodology for Standards and Specifications (CAMSS).
The objective of the call was to see how this work might be brought under the auspices of OASIS.
The relevance of the project is increasing given that the new EU legislation on the role of standards will require some methodology for assessing which standards to include in the â??Annex II: Requirements for the recognition of Technical
Specificationsâ??
This project had a first iteration published several years ago, to mixed reviews, and has been somewhat in hibernation. A new edition is nearing completion and should be published in May:

The consensus on the call was that the simplest and most effective approach would be to take the new edition of CAMSS, once published, as a formal input (â??Contributionâ??) to the TGF TC, to allow for the creation of a new set of patterns
to extend the core patterns of the TGF Pattern Language already published as an OASIS specification.
CAMSS can obviously only be submitted as a formal contribution to the TC, by a TC member. The Commission is now discussing its options:

submit CAMSS via its consultants, Deloitte, who are members of OASIS (but not yet of the TC);

join OASIS in its own right, then join the TGF TC and submit CAMSS in their own right
Both options are on the table â?? earlier reservation about joining OASIS now seems to have evaporated and the fact that this Commission service already cooperates with W3C has helped. Riku thinks that a decision will be made in the
next couple of weeks and will be based on their internal considerations about resources (briefly, do they do the work or have their consultants do it?). Legal and financial concerns do not seem to be an issue.
