Hi Joao,

I get it that there is a higher-level broad vocabulary to cover all types of assets, thanks.

Your explanation reassures me a lot, thank you but I’m still a bit confused: is there a vocabulary for software assets in general or only F/OSS software assets?

If I understand you correctly, the need for such a specific F/OSS vocabulary is because of difficulties in finding such assets on the web, is that correct? The assumption being, I guess, that commercial software can be relatively easily found via the web sites of their respective owners.

So, my only question really is: would it not be valuable to have a common vocabulary to find any software asset?

I would like to clarify that ADMS and ADMS.F/OSS are not the same vocabulary. Please see below:

The ADMS vocabulary serves to describe ICT standards and in particular semantic assets such as data models and reference data. You can download it from here:

ADMS.F/OSS vocabulary serves to describe open-source software assets so that they are easy to find on the web -not to select software. You can download it from here:

We have also created an abstract vocabulary which is a generalisation of ADMS, ADMS.F/OSS and DCAT. We call it RADion, you can download it from here:

I need, sadly, to inject a note of caution: I notice that ADMS has rapidly spawned “ADMS.F/OSS” which claims to be a “metadata vocabulary for all software assets” and that is how it is publicly promoted – but when you look in detail at the project website, they talk about free and open software assets only and argue that it is these assets that governments need metadata about in order to make assessments about software choice.
 
I might be overly sensitive here – but I remember the disastrous consequences a decade ago when one particular Commission official promoted very publicly a commitment to “open document formats” (plural was always stressed) but privately pushed a project to advance the then emergent ODF at the expense of any other open format – even going so far as proposing to mandate that single standard: the so called ODF/OOXML “war” that ensued was, I would say, largely due to that deliberate obfuscation by one individual and desire to advance a very personal and political agenda.
 
I do not think the same is true here – but if ADMS is really pushing for a metadata vocabulary that is useful to governments for evaluating all and any software, then I fail to see how the designation F/OSS being associated with the project helps keep that clear.

ADMS contributes to the transformational government movement


ISA’s [1] EIF [2] provides a conceptual framework for organisations, in particular public administrations, to understand the several levels of interoperability [3] (political, legal, organisational, semantic and technical). The EIF provides a set of recommendations for achieving interoperability without prescribing specific standards and specifications. The new Transformational Government Framework (TGF) of OASIS [4] hooks onto the interoperability levels of the EIF. For each level, it sets out policies, strategies, methods and standards which should be considered in any transformational (government) programme. For example, at the semantic level the TGF recommends governments to adopt a Metadata Management Policy [5] as explained in ISA’s whitepaper: “Towards Open Government Metadata” [6]. At this same level, the TGF recommends the adoption of ISA’s ADMS [7] for improved sharing of government’s resources and assets [8].


On 8 May 2012, at the tGovernment Workshop 2012 [9], the Chair of the OASIS TGF, John Borras [10], and the Chair of the ADMS Working Group, João Rodrigues Frade [11], presented how the TGF and the ADMS fit into the transformational government movement (or tgovernment). The conclusion being that the adoption of specifications like ADMS, which enhance, expand and promote the reuse of existing assets and capabilities, can
generate significant improvement to the delivery of public services with little investment. It is all about forward-looking policies which create a context for transformation through “a managed process of ICT-enabled change in the public sector, which puts the needs of citizens and businesses at the heart of that process and which achieves significant impacts on the efficiency and effectiveness of government” [12].
